Four Arrested In New Windsor Undercover Massage Parlor Investigation

Four people were arrested for providing illegal massages and other services following an undercover operation of New Windsor massage parlors, according to the Town of New Windsor Police Department.

The department, in conjunction with investigators from the Orange County Drug Task Force, conducted the undercover investigation into unlicensed/illegal massages at four different locations after receiving complaints from residents and local business owners of suspicious activity, said Det. Sgt. Chris Sager.

All four were charged with one count of unauthorized practice of a profession for not having the needed professional licenses required by the state, Sager said.

The following persons were arrested at the following businesses:

Ogbun Park, 47, Flushing, at Route 207 Spa/Relaxation Spa – 899 Little Britain Road.
Liying Zhu, 30, Flushing, at A&A Spa – 357 Windsor Highway.
Hyekyung Baek, 46, Flushing, at Sun & Moon Spa – 357 Forge Hill Road.
Jinshan Bai, 53, Flushing, at 32 Spa/Orange Spa – 276 Windsor Highway.

All were released on $1,000 bail/$10,000 bond, except for Bai, who is being held at the Orange County Jail.
