'Sexually Violent' Offender Reports Move In Newburgh

A registered "sexually violent" offender convicted of having non-consensual "deviate sexual intercourse" with a woman "incapable of consenting" has reported a move in Orange County.

The New York State Division of Criminal Justice Services issued an alert this week to Orange County residents regarding the residency of 64-year-old Esteban Ferrer, who has reported a move to a residence on Washington Street in Newburgh.

The Division of Criminal Justice Services has assigned Ferrer as a level two threat, which means he is at "moderate risk of a repeat offense." He is also designated as a sexually violent offender.

According to the Division of Criminal Justice Services, Ferrer had deviate sexual intercourse, sexual contact and sexual intercourse with his 21-year-old victim in January 1994. Officials noted that his victim was known to him. Ferrer was convicted of first-degree sexual abuse of a person incapable of consenting, sodomy and rape of a physically helpless female in March that year and sentenced to a term of between 90 months and 15 years in state prison. He is now under the jurisdiction of the Newburgh City Police Department
