'Sexually Violent' Offender Reports Move Into New Windsor

A registered "sexually violent" offender convicted of sexually abusing his victim has reported an address change in Orange County.

The New York State Division of Criminal Justice Services issued an alert this week to Orange County residents regarding the residency of 50-year-old Anthony Hightower, who has moved to an apartment on Kenwood Drive in New Windsor.

The Division of Criminal Justice Services has assigned Hightower as a Level 3 threat, which means he is a “high-risk repeat offender and possible threat to public safety.” He has also been designated as a sexually violent sex offender.

According to the Division of Criminal Justice Services, Hightower had sexual intercourse with his victim by threatening her in 1999. He was convicted of attempted sexual abuse the following year and sentenced to a term of between two and four years in state prison. He is now under the jurisdiction of the New Windsor Town Police Department.
