Spring Valley Man Nabbed For DWI During Traffic Stop, Sheriff Says ROCKLAND COUNTY, N.Y. --  A Spring Valley man driving on a suspended registration was nabbed on Sunday for driving drunk, according to the Rockland County Sheriff's Office. Luis Guaman-Tacuri, 26, was charged with DWI, operating a vehicle with a blood alcohol level over .08 percent, and driving with a suspended registration after sheriff's deputies stopped him around 4 a.m. on Maple Ave., said Sgt. Albert Brunner. He was 67. He was born on April 24, 1950, to Audrey and Raymond Hirsch and graduated from Teaneck High School and pursued an education in philosophy at Hamilton College.
